A Cairn Terrier!
Great little dogs. They act just like a big dog but in their little bodies. I am not sure what age children you are talking about but they should be fine as long as they are introduced as puppies. Many sites say that they dig however if you train them as puppies then they don’t (two of my friends own them and both don’t dig). Exercise can be an hour walk or just a play in the garden. If they don’t have much exercise they will be more active indoors but that is the same as all dogs.
If you think they sound like good dogs here is good website.http://www.dogbreedinfo.com/cairnterrier…
If you are willing to go a teensy bit larger, you might like an English Springer Spaniel. They are 17-19 inches at the shoulder. The come in dark brown and white (called liver) and black and white, or tri-coloured.
A Cavalier King Charles Spaniel would fit in your guidelines.
A toy poodle would also fit.
i have 2 staffies who are great with kids and people they dont shed and come in, black brown red white, black or brown brindle, red and white, black and white, brown and white and also a blue which is otherwise grey in colour.
mine dont need loads of grooming a bath once in a while thats all.
you’re pretty much looking for a perfect dog. i’m sorry, but no dog is going to need no special grooming needs, no special health needs, and moderate shedding. that would be too easy. if it doesn’t need one, it would most likely need another. i have had a king charles cavalier for 5 years, and i love it. it doesn’t need special health needs, but it does shed quite a bit. sorry if i couldn’t come up with the answer you were looking for
